As the Payment Securities Lead, you will be responsible for the development and implementation of strategic initiatives related to Finance's management of incoming payments and performance securities within the organization. You will work to enhance the City's financial security, operational efficiency, and regulatory compliance in payment processing and performance security management. Primary duties include:
  • Develop and enhance Standard Operating Procedures (SOP) for new Merchant account creation and management, including user access levels.
  • Assess current systems, processes and payment channels across all business units, detailing pain points, inefficiencies, benefits, reporting capabilities/needs and gaps in data visibility and analysis.
  • Collaborate with leaders to develop and maintain policies and procedures for Finance payment management, and payment programs to ensure adherence to regulatory requirements and best practises.
  • Conduct training sessions and provide guidance to internal teams on payment and security policies and systems.
  • Provide oversight and development for ongoing program improvements.
  • Maintain relationships with IT, Merchant Service Providers (MSPs) and Payment Card Industry team to manage changes and enhancements related to payment processes.
  • Establish a centralized database for tracking and maintaining all performance securities.
  • Create a comprehensive Corporate Securities Program with Finance oversight ensuring alignment with The City or Calgary's standards and regulations.
  • Design, implement, and manage a complete Administrative Securities Policy covering various security types such as Letters of Credit, Surety Bonds, Cash Securities, and others.
  • Develop and implement audit programs for letters of credit and other performance securities.
  • Serve as the Corporate Subject Matter Expert for securities, developing relationships with all areas accepting securities and positioning Treasury as the centre of expertise.
  • Develop relationships with internal and external partners for effective collaboration on payment processing, programs, security related matters, and ensuring compliance and alignment with organizational goals.
 
Qualifications 
  • A degree in Finance, Business Administration, Accounting or a related field with at least 5 years of experience in finance, payment securities, or a related field OR;
  • A completed professional certificate as a Chartered Professional Accountant (CPA), Chartered Financial Analyst (CFA), Financial Risk Manager (FRM), Certified Treasury Professional (CTP) or related with at least 3 years of relevant experience in finance, payments securities or a related field.
  • Knowledge and understanding of corporate payments and performance securities is an asset. 
  • Strong communication skills and ability to articulate complex subject matter is considered an asset. 
  • Success in this position requires strong critical thinking and problem-solving skills, innovation and the ability to challenge the status quo and think of new ways of doing things, political sensitivity and the ability to collaborate with multiple partners.
