Reporting to the Workforce Analytics Unit Manager, the HR Consultant - Workforce Planning Analytics is responsible for advancing the Calgary Police Service's commitment to transparency, accountability and human resources modernization through the establishment of workforce planning functions that include the development of analytical reports, products, systems and tools. This involves conducting strategic analysis to develop and sustain a Workforce Planning Analytics Program that will analyze, forecast, monitor and inform member recruitment, staffing planning, training, development, as well as diversity and inclusion commitments. Primary duties include:

  • Design and write corporate analytical reports that inform senior leadership decision-making.
  • Lead the strategic development and monitor workforce analytics including key performance indicators, trends, projections, demographics, data trackers, electronic surveys and survey summaries.
  • Exercise analytical expertise and consult with clients to address HR service delivery needs including organizational effectiveness, talent acquisition and planning, labour relations, business continuity and total rewards through the interpretation and application of policies, programs and collective agreements.
  • Facilitate meetings and conduct presentations to senior leadership that identify trends and gaps, as well as recommendations for improvements.
  • Proactively identify data and analytics to inform planning of HR initiatives such as talent management, labour relations, training, safety, wellness, abilities management and diversity and inclusion programs.
  • Lead and coordinate data integrity development and sustainment (e.g., data definitions, development and maintenance of manual data trackers, data cleaning, source comparison).
  • Coordinate and document business processes for HR functions and member supports that incorporate considerations for collective agreements.

 
 
Qualifications 
  • A Degree in Human Resources, Statistics, Information Systems or related discipline and a minimum of 4 years of directly related experience. 
  • Equivalent combinations of experience and education may be considered.
  • Experience in workforce planning analysis and writing corporate reports that involve performing qualitative and quantitative data analysis, presenting findings in written and graphical format and providing written recommendations for organizational enhancement is required.
  • Strong attention to detail as well as the ability to develop and utilize manual data trackers and cross reference across multiple data sources is required.
  • Labour business continuity planning experience, a working knowledge of PeopleSoft Human Capital Management (HCM) and experience working within a unionized environment would be considered assets. 
  • Success in this position requires strategic problem-solving and analytical thinking, strong communication skills, accuracy, efficiency and thoroughness with a focus on client-based results, and the ability to manage multiple competing priorities with time sensitive deadlines. 
Pre-employment Requirements 
  • An enhanced security clearance will be conducted.
