As the Team Lead Service Improvement, you will be a collaborative leader and strategic thinker with a customer-centric focus, capable of leading a portfolio of improvement initiatives for Planning & Development Services.  This position will provide clear and focused leadership to multi-disciplinary teams, from across Planning and Development Services, with results focused on efficiencies for citizens and customers. This position will directly manage a team of Project Managers / Scrum Masters utilizing both Waterfall and Scaled Agile Framework (SAFe). The Team Lead will lead project teams through strategic decision making, prioritization of work and assignment of budget and resources. Primary duties include:

  • Drive the effective implementation of service improvements projects.
  • Build capability in project managers to effectively manage projects using either Waterfall or Scaled Agile Framework (SAFe).
  • Take on the role of Release Train Engineer (RTE) (program manager) for the Scaled Agile Framework (SAFe) service improvements, facilitating SAFe program events, and supporting teams to collaborate and deliver value.
  • Guide the business in the adoption of SAFe, participating in the Lean-Agile transformation, coaching staff, leaders and teams in SAFe mindset and processes.
  • Escalate impediments from the teams, manage risk, and help ensure value delivery and relentless improvement.
  • Guide project managers to effectively forecast, budget, track and reconcile project budgets.
  • Facilitating, presenting and leading discussions with leadership on the implementation of improvements.   
  • Support the growth and optimization of SAFe and project management maturity in PDS.
 
Qualifications 
  • A degree in Business Administration, Computer Science, Planning or other related field with at least 8 years of related experience as a program or project manager in technology and process improvement programs.
  • Equivalent combinations of experience and education may be considered.
  • Professional certifications such as Project Management Professional/ Program Management Professional (PMP/PgMP) will be considered assets.
  • Experience in leading improvement projects using SAFe, Agile, Waterfall, Business Process Management (BPM), Lean, or Six Sigma will be considered assets.
  • Experience supporting teams to deliver on strategic objectives, ensuring effective governance, quality and controls.
  • Demonstrate success in building staff capability and advancing project management maturity aligning with corporate standards and/or best practices.

Compensation: Level E $83,059 - 125,413 per annum
Days of Work: This position works a 5 day
work week earning 1 day off in a 3 week cycle.
